Tras no haber girado durante la mayor parte de los 80, la gira Steel Wheels Tour supuso un regreso espectacular para los Rolling Stones, sobre todo porque fue la gira más larga que habían realizado hasta entonces. También sería la última con Bill Wyman. Steel Wheels Live se grabó hacia el final de la gira de 60 fechas de la banda por los estadios de Norteamérica, en la segunda mitad de 1989.
La venta de entradas espectacular fue una cosa, pero el diseño de escenario e iluminación de The Steel Wheels Tour marcó el ritmo de las giras de superestrellas tal como las conocemos hoy. Las apariciones especiales de Axl Rose, Izzy Stradlin, Eric Clapton y John Lee Hooker en esta fecha en Atlantic City hacen de este un testimonio aún más extraordinario del regreso de la banda a las giras.
